  • The Council notes this is the second application before it regarding what was previously called the “the Queens Hotel” and is now called the “Queens”. The Council also note the current and previous application are quite similar save for a number of minor amendments.

    The Queens is currently closed and has been vacant since the previous decision. The Council considers the building in its current form no longer falls within the definition of “residence” because it cannot be said it, or part of it, is currently a hotel or is otherwise principally used for letting or licensing accommodation to paying occupants. It is also not the case that it falls within this definition and has been temporarily unoccupied.

    The Council has considered the application and representations on behalf of the property owner. The Council considers the Queens does not satisfy the test set out in section 88(2) of the Localism Act 2011. Based on the evidence the Council concluded there was not a time in the recent past when an actual use of the Queens that was not an ancillary use furthered the social wellbeing or interests of the social community.
